REFERRAL, ACCEPTANCE, AND TERMINATION POLICIES FOR PARTICIPANTS
REFERRAL
The primary mission of Rios Employment & Consulting Services, Inc. is to provide the most appropriate vocational services for individuals with developmental disabilities. Since Rios Employment & Consulting Services, Inc. is a smaller agency; it is not always possible for us to offer the amount of services that an individual may require to be successfully employed. A variety of assessment tools will be used to determine if Rios Employment & Consulting Services, Inc. is the most suitable agency to serve the participant, including:
Individuals referred to Rios Employment & Consulting Services, Inc. by DVR may be accepted for job placement services if the following are complete:
ACCEPTANCE
If the result of the assessment indicates Rios Employment & Consulting Services, Inc. is the most appropriate vendor for the participant, and the participant meets the above criteria, the Executive Director of Rios Employment & Consulting Services, Inc. will accept the County Service Authorization from DDD or case referral from the Division of Vocational Rehabilitation (DVR).
REJECTION OF REFERRAL
The following are examples of reasons a referral may be rejected:
TERMINATED FROM SERVICES
Rios Employment & Consulting Services, Inc.’ staff are committed to supporting participants with having jobs where they can work successfully and are satisfied with the work they are performing.
The contract Rios Employment & Consulting Services, Inc. has with the Pierce County Division of Developmental Disabilities requires that Rios’ staff makes every effort possible to locate another position for a participant within six months of that participant losing their job. However, Rios Employment & Consulting Services, Inc. reserves the right to end services with a participant for any of the following reasons:
REFERRAL

Since Rios Employment & Consulting Services, Inc. is a smaller agency; it is not always possible for us to offer the amount of services that an individual may require to be successfully employed. A variety of assessment tools will be used to determine if Rios Employment & Consulting Services, Inc. is the most suitable agency to serve the participant, including:
- Meeting with the participant to discuss vocational goals
- Discussion with support persons to gather information concerning abilities and limitations
- Contacting DVR and DDD staff
- Reviewing written referral information, such as psychological and physical evaluations, reports from previous vendors, school records, etc.
- Contacting previous employers
- Contacting work references
- Contacting school personnel
- Contacting sources that the participant or support staff suggests and for whom Rios Employment & Consulting Services, Inc. has a current, signed Release of Information
Individuals referred to Rios Employment & Consulting Services, Inc. by DVR may be accepted for job placement services if the following are complete:
- Participant must be in sufficient health to meet the minimum requirements of the position to which he or she is interested in applying. Proof of physical condition must be made available to Rios Employment & Consulting Services, Inc. upon request in the form of a physical evaluation to be sent to the participant’s physician.
- Participant must sign a Release of Information, allowing Rios Employment & Consulting Services, Inc. to gather necessary medical and/or psychiatric information either from DVR or other physical or mental health organization.
- Participant must be willing to participate in his or her own job search.
- Participant must be available for regular contact with Rios Employment & Consulting Services, Inc. and also for interviews with employers if given at least 24-hours notice.
ACCEPTANCE
If the result of the assessment indicates Rios Employment & Consulting Services, Inc. is the most appropriate vendor for the participant, and the participant meets the above criteria, the Executive Director of Rios Employment & Consulting Services, Inc. will accept the County Service Authorization from DDD or case referral from the Division of Vocational Rehabilitation (DVR).
REJECTION OF REFERRAL
The following are examples of reasons a referral may be rejected:
- Participant’s current abilities do not match their employment goals and he or she is not willing to look at other types of work.
- Participant has clearly shown, through school or work experience, that he or she is currently unable to show the independence necessary to work in a competitive job.
- The participant would need more than two weeks of full-time job coaching before becoming partially independent.
- The participant does not receive the home and/or family support necessary to enable him/her to work in a competitive setting.
- The participant is unable to consistently arrive at the jobsite on time.
- If it is determined that another vendor or type of service would offer the participant a greater chance for employment success, then Rios Employment & Consulting Services, Inc. will make the necessary referrals.
TERMINATED FROM SERVICES
Rios Employment & Consulting Services, Inc.’ staff are committed to supporting participants with having jobs where they can work successfully and are satisfied with the work they are performing.
The contract Rios Employment & Consulting Services, Inc. has with the Pierce County Division of Developmental Disabilities requires that Rios’ staff makes every effort possible to locate another position for a participant within six months of that participant losing their job. However, Rios Employment & Consulting Services, Inc. reserves the right to end services with a participant for any of the following reasons:
- Participant is terminated from his/her job for inappropriate and/or illegal activity. This includes: Refusal to follow direction, insubordinate behavior, Refusal to work, Uncooperativeness, Stating they do not want to be employed, walking off of job.
- Participant and/or their legal guardian refuses to actively engage in or participate in services.
- Participant has been placed in at least two positions unsuccessfully or interviewed 3 or more times w/o success.
- Participant is responsible for losing two positions for the same reason.
- Participant does not have the home/family support necessary to successfully retain employment.
- Participant has demonstrated an inability to perform the type of work requested and is unwilling to consider other vocational options.
- Participant or family/support personnel request another vendor’s services.
- Participant lost his/her position due to non-compliance with medical advice.
- Upon interaction and assessment, it has become apparent that this participant may be better suited for service provided by another vendor (i.e. a service category Rios cannot provide).
- Rios Employment & Consulting Services, Inc. was not made aware of vital information that would have impacted the decision to accept the original referral (i.e. predatory issues etc.).
